В Федеральной службе безопасности России проходит тотальная замена личных удостоверений всех оперативных сотрудников и руководства. Делается это для борьбы с подделками, которых за последние три года по самым скромным подсчетам только в Москве было произведено около 10 тыс. Примерно 80% среди фальшивых удостоверений сотрудников различных силовых ведомств - подделки документов ФСБ и прокуратуры, причем многие из них такого качества, что зачастую выглядят лучше, чем настоящие «корочки» силовиков. Новые удостоверения, как выяснили «Известия», будут синего цвета и имеют десяток уровней защиты.

Проблема использования поддельных удостоверений сотрудников силовых ведомств особо остро стоит в Москве и в Северо-Кавказском регионе. В 2010 году в столице, к примеру, была выявлена целая группировка, во главе которой стоял уроженец Чечни Денис Мигунов. С задержанием банды был пресечен крупный канал поставки фальшивок в южные республики, где они в конечном итоге попадали к членам незаконных вооруженных формирований.

В 2010 году, по подсчетам правоохранительных органов столицы, в Москве было произведено порядка 5–6 тыс. поддельных удостоверений сотрудников прокуратуры, ФСБ, МВД, Следственного комитета и других ведомств, - рассказал источник «Известий» в спецслужбах. - К 2012 году количество производимых подделок сократилось примерно до 1 тыс. в год, сейчас счет идет на сотни. В общей же сложности это порядка 10 тыс. «левых» удостоверений за последние три года.

По словам собеседника «Известий», большая часть (около 80%) подделок приходилась на удостоверения ФСБ и прокуратуры, остальные 20% - это удостоверения МВД, СКР, судей и т.д. Поэтому особенно остро стоит проблема подделок именно документов ФСБ и прокуратуры.

Новые удостоверения сотрудников Федеральной службы безопасности практически невозможно подделать. «Известиям» удалось изучить один из таких документов. Удостоверение выполнено из материала синего цвета, что само по себе непривычно для спецслужб, где всегда применялся традиционный красный цвет «корочек». Однако изменение цвета - не единственное нововведение. Сам материал, как утверждают источники «Известий», имеет особую структуру и производится на 1–2 предприятиях в стране.

В глаза также бросается внутренняя отделка документа - личные данные офицера, звание, название подразделения и фотография наносятся на бумагу с так называемой растровой сеткой (тончайшие волнистые линии, как на денежных банкнотах), которую невозможно нанести кустарным способом. Следующий уровень защиты - специальный ламинат с объемной голограммой двуглавого орла на правой половине удостоверения.

Подделать объемную голограмму на ламинате стандартными средствами также невозможно, а произвести такую можно всего на нескольких предприятиях в России, которые находятся под жестким контролем, - продолжает высокопоставленный собеседник «Известий».

На стыке фотографии офицера спецслужбы в удостоверении красуется голограмма с гербом ведомства и надписями микрошрифтом «ФСБ России», которую также сложно подделать.

Наконец, самый неприятный сюрприз желающих подделать документ ожидает в номере удостоверения, расположенном в левом нижнем углу. В комбинации римских и арабских цифр зашифрован номер региона России, на территории которого выдана «корочка». Если не знать кода, то можно проколоться и либо «изобрести» новый субъект федерации, либо например «выдать» документ для «сотрудника» столичного подразделения ФСБ в другом регионе.

Помимо перечисленных, документ имеет и другие уровни защиты, о которых в спецслужбе предпочитают не распространяться.

Замена удостоверений старого типа на новые должна завершиться в ближайшие месяцы. Что касается финансового аспекта тотальной смены документов, то затраты не будут масштабными: себестоимость одного удостоверения - около 30 рублей, а учитывая количество оперативных сотрудников ФСБ и руководителей подразделений (точная цифра - гостайна), то речь идет о нескольких миллионах рублей. К тому же в ФСБ, как и в других спецслужбах, удостоверения планово меняются раз в пять лет.

Управление собственной безопасности ФСБ совместно с ГИБДД регулярно проводит рейды по выявлению поддельных удостоверений. В начале 2012 года специально для этих целей особисты провели инструктаж всех инспекторов дорожной полиции Москвы (около 7 тыс. сотрудников), чтобы научить их распознавать подделки.

В ходе проведения одного из первых рейдов, только за два часа работы совместной группы было изъято более 60 незаконных удостоверений и свыше 150 различных пропусков на транспортные средства с использованием наименований и символики правоохранительных органов, - прокомментировали «Известиям» в пресс-службе московской полиции. - За один день подобных мероприятий изымалось несколько сотен подложных удостоверений и различных пропусков.

Большая часть подделок - так называемые фантики - удостоверения несуществующих организаций типа «Министерства внешних дел» или «Федерального агентства правопорядка». Однако среди липовых бумажек попадаются и удостоверения, выданные зарегистрированными организациями вроде союзов ветеранов или комитетов, якобы имеющих отношение к спецслужбам. Такие организации, как правило, создаются именно для выдачи удостоверений, на самом деле не дающих никаких прав, но действующих как психологическое оружие при общении с представителями правопорядка. По оперативным данным, подобные документы мошенники продают по цене от 15 тыс. рублей. Подделка же удостоверения ФСБ, МВД, прокуратуры или СКР стоит от 100 тыс. рублей.

На сегодняшний день имеются единичные случаи использования таких подделок, - комментируют в пресс-службе ГУ МВД по Москве. - Сотрудники полиции проинструктированы сотрудниками ФСБ России по методу выявления подобных документов. Поэтому они самостоятельно осуществляют проверку по выявлению признаков подделки. Если документ вызывает сомнения у инспектора ДПС, то он вправе изъять его. На момент изъятия сотрудником ДПС составляется протокол об административном правонарушении в присутствии двух понятых, что предусмотрено административным кодексом.

Во время одного из последних рейдов было изъято поддельное удостоверение ФСБ. Владельца выдало как раз то, что в той службе, за сотрудника которой он себя выдавал, удостоверения старого образца уже заменены на новые. Причем подделка была такого качества, что отличить ее от настоящего документа невооруженным глазом было практически невозможно. Примечательно, что владельцу фальшивки грозит максимум шессть месяцев ареста - такое наказание предусматривает ч. 3 ст. 327 УК («Использование заведомо подложного документа»). В реальности же он, скорее всего, отделается штрафом.

Цвет зависит:
красный - от должности
зеленый или синий - от звания.

Зеленый фон и сейчас есть у пограничной службы, красный у тех, кто имеет звание от полковника и выше.
Удостоверения на желтом фоне - без разрешения на ношение огнестрельного оружия, а именно выдают гражданскому персоналу.
От рядового до старшего прапорщика, включая курсантские удостоверения сероватого цвета (например водители). От лейтенанта до капитана (включительно) синие - должности например, оперативники и сотрудники. Старший офицерский состав (начальники и заместители начальников отдела) - розоватые.

Нумерация:
Номер удостоверения и личный номер шестизначный. Только личный номер еще имеет букву впереди С, Е и даже ЕА.

Примечания:
- у внештатного сотрудника ФСБ удостоверения такие же, но без разрешения на ношение огнестрельного оружия. Удостоверения внештатных сотрудников "пробиваются" через дежурку управы своего округа, поскольку указанные должности присутствуют в официальном штатном расписании конторы.

На постоянном ношении у всех есть пропуска, утеря или кража которых не так страшна, как например удостоверения.
